PAIA manual

1. About this manual

PAIA gives everyone the right to ask for records held by a private body when they need them to exercise or protect a right. This manual explains which records Bisacc Bookkeeping holds, which are available without a request, and how to ask for the others. It also describes how we process personal information, as the Protection of Personal Information Act, 2013 (POPIA) requires.

3. The Information Regulator's guide

The Information Regulator publishes a guide on how to use PAIA and POPIA, in all official languages. You can get it from the Regulator's website (inforegulator.org.za) or its offices, and we can send you a copy if you ask.

4. Records available without a request

Anyone may read these on our website, without making a PAIA request:

Learners can download all the personal information we hold about them at any time, using "Download my data" on their Account page.

5. Records kept under other laws

We keep records as required by laws including:

  • the Consumer Protection Act, 2008
  • the Electronic Communications and Transactions Act, 2002
  • the Income Tax Act, 1962, and the Tax Administration Act, 2011
  • the Promotion of Access to Information Act, 2000
  • the Protection of Personal Information Act, 2013

6. Subjects and categories of records we hold

  • Learners on Bisacc Learn: account details, course progress, answers and scores, certificates, consent records, and (for learners under 18) their parent's or guardian's details and agreement.
  • Bookkeeping clients: client agreements, contact details, financial records and source documents provided by clients, and correspondence.
  • Suppliers and service providers: contact details, agreements, invoices and correspondence.
  • The business itself: financial and tax records, banking records, and the records about this manual, our privacy policy and requests made under PAIA and POPIA.

7. How we process personal information

Purposes: to provide our bookkeeping services and online courses, to communicate with clients, learners and suppliers, to issue and verify certificates, to keep proper financial records, and to meet our legal obligations.

People whose information we hold, and what we hold: learners (names, email addresses, phone numbers, dates of birth, course records), parents or guardians of learners under 18 (names and email addresses), bookkeeping clients (names, contact details and financial information they give us), and suppliers (names, contact details and payment details).

Who may receive it: our service providers, who process it for us under written agreements (for Bisacc Learn: Supabase, Vercel, Resend and Domains.co.za), the South African Revenue Service and other authorities when the law requires it, and anyone a learner gives a certificate verification code to.

Information sent outside South Africa: Bisacc Learn's information is stored in the United Kingdom, passes through Ireland when we send emails, and may be accessed from the United States by our service providers. Our privacy policy explains how it is protected.

Security: access is limited by account and role, connections are encrypted, passwords are never stored in readable form, service providers are bound by written agreements, and we review these measures regularly.

8. How to ask for a record

  • Use the request form for private bodies (Form 2 in the PAIA regulations), available from the Information Regulator's website, and email it to us or send it to our postal address.
  • Give enough detail for us to find the record, and say which right you want to exercise or protect.
  • A request fee and an access fee may apply, as set in the PAIA regulations. We will tell you the amount before we do any work that costs you money. There is no request fee when you ask for your own personal information.
  • We will reply within 30 days. We may refuse access only on the grounds set out in PAIA, and we will tell you why.
  • If you are unhappy with our decision, you may complain to the Information Regulator or apply to a court.
